LiDA collaborates closely with the National Plan for the Arts on the Youth Consultation Initiative for Cultural Rights and Citizenship across Europe, aiming to strengthen the PORTO SANTO CHARTER, a charter guides EU programs, governmental strategies, and citizen engagement in cultural affairs, emphasizing the importance of culture, arts, and education in fostering democracy. LiDA’s cultural researchers are supporting the development of a YOUTH ADDENDUM TO THE CHARTER, to amplify the voices of young people in shaping the future of cultural citizenship and artistic education. This effort aligns with the “Youth – Action – Culture: Towards Cultural Democracy” conference, organized with partners such as the NPA, the UNESCO Chair in Arts and Cultural Management, Cities and Creativity, the Calouste Gulbenkian Foundation, and the European Network of Observatories (ENO) in the Field of Arts and Culture Education. LiDA’s involvement in these initiatives reflects its commitment to promoting cultural and artistic education, including through events like “Learning from the Young: Cultural and Artistic Education Towards Cultural Democracy”, a side event for the UNESCO World Conference in Culture, Arts and Education.
Since 2023, we have been implemented workshops using the “Tell Those in Charge” method, a method that gathers social sciences, popular education, education for global citizenship, and physical symbols. This workshops where conducted across Europe (e.g., Portugal, Poland and Slovenia, Austria, Scotland, Spain, Estonia, the Netherlands, Latvia, Sweden and Belgium), applied by NPA associates, to ensure that youth voices were collected and heard on a European landscape, and these partial reports will be delivered late June.
Two master’s-level researchers, one from Sociology and another from Cultural Management fields will then be working during 3 granted months to guarantee the accuracy of the processing and analysis of the data and contributions from the implementation of this multiple workshops in a European context. Their final report will serve as anchor of the zero version of the Addendum, that will be collaboratively drafted in a residency format.
LIDA integrated members will be responsible, with the NPA, for the organization of the residency programme to co-design and draft the Addendum with a group of experts and young people. The residence will happen between 4 and 6 November, in Torres Vedras, with the Municipality support, and will involve 20 people: 8 Portuguese experts, including 4 students; 8 foreign experts, including 4 students; and 4 people accompanying, including production, PNA, LIDA and CMTV.
The zero version of the Addendum will be available to public discussion, collecting feedback for improvement. A final version will be unveiled at another European Conference, organised by young people, in Caldas da Rainha. Subsequently, it will be presented to political leaders, the European Commission, and UNESCO by the first trimester of 2025. From April 2025 to the end of 2027, efforts will focus on disseminating the Addendum, its recommendations, and the ongoing collaborative process worldwide.
